Coal Creek Family Vision has been serving the Newcastle community since 1996.
In 2005, Dr. Balogh joined the practice as an associate doctor. Within the year Dr. Balogh became the managing doctor & practice owner with the vision of providing the highest quality patient care for the east side.
After 23 years, the practice outgrew its original space and moved to our new location next to Safeway in the Coal Creek Village in 2019.

About Our Team
Our team of eye care professionals is experienced and friendly. We’re here to help all patients understand their benefits, schedule appointments, and fulfill their eye doctor’s orders. Our opticians can give you guidance in picking out your perfect pair of eyewear, and our friendly office staff is knowledgeable about billing and benefits coverage.
Dr. Eugene C Balogh
Dr. Balogh graduated with honors from Pacific University College of Optometry. He was a four year member of Beta Sigma Kappa, the optometry honor society.
In addition to an excellent academic track record, Dr. Balogh has trained in a variety of clinical settings including Madigan Army Medical Center at Fort Lewis, the Roseburg VA hospital in Roseburg, OR, the Barnett Dulaney Perkins Eye Center in Phoenix, AZ, and at several university affiliated clinics in the Portland, OR area. These varied experiences have given him a well rounded clinical background and excellent experience with the management of eye changes caused by diseases such as diabetes, high blood pressure, macular degeneration and glaucoma. Dr. Balogh has also had extensive experience with pre and post operative care of cataract and refractive surgery (LASIK) patients.
Dr. Balogh enjoyed a brief but rewarding career as an elementary school teacher prior to his optometric career and enjoys working with patients of all ages. In his spare time he enjoys hiking, home improvement projects, and spending time with his wife, two children, and Piper, the family dog.
Dr. Kimberly Pandiangan
Dr. Kimberly Pandiangan is a Seattle area native who completed her bachelor’s degree in Early Childhood & Family Studies at the University of Washington.
She continued her education at Marshall B. Ketchum University in Southern California where she received her degree as a doctor of optometry. Dr. Pandiangan is passionate about helping patients obtain the clearest vision and most comfortable ocular health, whether it be when you are staring at a computer screen for 10 hours a day or enjoying the outdoors in the beautiful PNW.
She also treats emergent eye concerns, offers myopia management options, and manages long-term ocular health conditions to preserve patient’s vision. She is a member of the American Optometric Association, Washington Association of Optometric Physicians, and the King County Optometric Society.
When not working she can be found spending time with her husband and three children. Dr. Pandiangan dabbles in baking and likes expressing her artistic side accompanied by her trusty Cricut!
Dr. Sevda Topalova
After earning her Doctor of Optometry degree from The University of Montreal School of Optometry, Dr. Topalova moved to Seattle and has been practicing in Washington since 2007.
During her career, she has had extensive experience in primary eye care, ocular disease and eye surgery co-management. Dr. Topalova has successfully fitted countless glasses and contact lenses.
In her spare time she enjoys cooking, traveling and spending time with her husband, daughter and the new family dog – Zoro.
